For this reason basic democratic values such as political democracy, humanity, solidarity, transparency, respect for the self-determination of the individual, peace, freedom from violence and tolerance are indispensible components of a democratic cultural policy and a precondition for the freedom of art. 4. Cultural policy creates the basic conditions for the safeguarding and development of cultural and artistic life in Linz. It provides the best-possible pre-conditions for further development opportunities, as far as this is possible and meaningful within the framework of the municipal cultural policy. The city of Linz undertakes to ensure the fundamentals for a positive and permanent cultural development, and to take suitable measures react continuously to current demands and developments.
